So I got caught in the last week and ended up with these horrible water marks that are pretty stubborn to remove. I’ve had luck using carnauba cleaning wax in the past, but this time they’re not coming off. Is the next step a random orbital polisher?

Caught in the what? Rain?
Spots form due to minerals in the water.
I've used vinegar to remove hard water spots.

Do they came back with time?
The reason I am asking is that mine has done that since new.
I will wax the car and the finish looks great, within several months the water like spots re-appear.
I am under the understanding the it was a problem with the primer during manufacture.
When I bought mine in 85 the dealer told me this. They were supposed to fix the situation but that never happened.
What color is yours?

I’ve had great success with Clay bar.
If used as directed it removes the fine particles with no damage to the paint.
