Cheapest way is if you have a self service junk yard nearby you, then you can pull it yourself. It's only a few bolts and several fuel/vacuum lines to get it off. I got one here in Las Vegas for something like $20 that way, and it included all the little bolt-ons that are often not considered part of the carb itself.
You don't need to find a Monte Carlo SS, plenty of 80's GMs used these E4MEs including some Cadillacs. Just peak under the hood and look for the tell-tale secondaries and blue Mixture Control Solenoid.
