Stock carb is more than enough for any performance use. The low CR the engine has is a limiting factor.
SBC powered 1987 Regal with TES headers, ZZ4 intake, ZZ4 PROM chip, mini starter, THM2004R, 2500 stall converter, 2040 cam, CCC system, and 3.73 posi rear.
2008 ex NPS P71 Crown Victoria, cop motor, cop shocks, cop brakes, and Jmod.

What's the budget? Max power revolves around that. You can get good power out of a set of Vortec heads on a budget build for around the 400HP mark (depending on cam). Heads are where the power is at - $1500 AFR heads can get you close to the 500 mark - even with around the 9.5:1 compression you would get changing heads. The bigger the cam, the less vacuum and daily driver friendly, but the more HP. All depends on what you can live with.
Same for the torque converter - you can run as high as 2800-3000 with an external cooler and a good radiator keeping temps down and still be very streetable (livable slippage driving a little on the easy side). If you still have the TH350C with the lockup Hughes makes a decent one that stalls around 2500rpm for $350. You could replace the input shaft and open up the selection for non-locking converters. If you don't want to spend the money on converter, you'll have to go with a smaller cam,,, limiting "max" power.

A mild cam is what i recommend, I run Voodoo cams, love them, the old grind number i always used in the 8.5-9.0 comp engines were the 60103, great sound and tons of low end, would run up to about 5500rpm or so.
Monte's I own 87 SS stock 305, 77 S coupe 427 race gas 4.11 gears Monte's Ive sold 72 coupe 350/4, 73 S coupe 400/2, 74 S coupe 454/4, 76 Landau 350/4, 76 S coupe 400/4

If you're thinking about the ProMaxx 2180s, that's a pretty good choice. Is this going to be more street or strip? More street, I'd probably go with an Air Gap RPM or the big Brodix dual plane with the street sweeper spacer - that combo will keep up with the better single plane intakes up until around the 6500 RPM mark. The $350 Hughes 2500 stall would work well with the dual plane and moderately sized cam for the street,,, the $500 TCI 10" will be best for more of a strip/weekend warrior with a single plane and larger cam. Carb, if more street and you're looking for max power, consider spending a little more for the annular discharge carb. I like the 850 AD double pumper Holley - I've tuned that on 400HP 350s and 600+HP 406's with instantaneous throttle response right off idle. Here's an article comparing boosters. Note how much more power the AD carb added at 1800rpm. http://www.hotrod.com/how-to/engine/116-0508-carburetor-showdown/
Original owner of 1985 SS black hardtop w/gray interior. Frame-on restoration - 406 sleeper w/ heavily ported FIRST TPI. However the 1.875" headers, 3.5" duals, TH400, Ford 9", notched frame, and 10-point cage w/swing-out bars might tip you off it's not a lil' ole 305 TPI. Other mods: 2" drop, 18" wheels, f/r disk brakes, and custom stereo system.

too much carb for that engine, go smaller 650 or so.

That is why a a factory Qjet is more than enough, they are 750 CFM.

They can be opened up to 750, even so, a double pumper is too much. A 65 Chevelle with the 327-350 HP engine has a 595 CFM Holley Carb!

If you still have the original 305, those heads,58cc,are better than that crate. You can use factor carb, with different metering rods and hangers if you can find them(k hanger and h rods?) Crane compucam, summit still carries. You will not be impressed with that crate with those heads. Compression creates, not only hp. but also spool speed, time it takes to reach rpm. Headers not required under 400hp.
Just bought and repainted in Septemeber 2011. This is my second, I always favored the blue 84's. Had to sell, still looking to restore another. My favorite cars ever, and have had some good ones.

Also remember you have 3.42 gears, pick the lower rpm cam, to help get you out of the hole. I have owned 2. 84 with that crate, compucmam, headers, 700r4, and an 85 with 305, 3.73, compucam and chip. My 84 ran a 13.6 quarter, 156 top speed. The 85 was a tire fryer.

what are we spending?
305 heads would bump compression but they wont flow, wont make 400 unmolested and iron heads are timely to work over, by the time they get back from the machine shop aluminum heads make more sense
