Check the connector on the right side of the dash. When you have it running try pushing on the right side lower dash. There is a connection inside there that's a known issue. Corrosion or bent just enough to not work.

Yes, it is a problem area.
Before getting too involved on what the 'fix' is, since there can be numerous fixes, clean the connection area with a brass brush and examine to see that the "printed circuit" is installed correctly as well as the gages, bulb attachments, etc. are connected properly.
After everything is cleaned up and looks good, reinstall it and test it to see if that resolved the problem.
This is just something that is a step by step process.

As a thought, since you have the I/P out and a new one on hand, feel free to install the new one, but still clean the connection area.
However, if it was me(and at one time it was), I would try to get the old/existing circuit board working if the problem is due to something else.
The reason I went this way was, if the existing one was good, I saved the newer printed circuit(meaning $$$$$$) until it was needed.

I had a problem with my connection where the circuit board connects to the dash, as well as poor connections on the board itself. Instead of buying a new one, I built my own harness, hooked it straight to the meters and bypassed the circuit board connection. Took a little bit of work and you have to be careful when labeling your wires, but works like a champ now. If all of your meters are not working, I would start with checking your ground wire which connects at the drivers side foot area by the parking brake, and check your power lines. If I remember correctly, there are a couple different hot lines going into the meter cluster, so if nothing on it works the right place to start is probably that ground.
